Some 979 technology pioneers, innovators, developers, business and policy leaders, researchers and activists answered the questions below in a canvassing of experts conducted in the summer of 2018.<\/p>\n

\u201cPlease think forward<\/em><\/strong> to the year 2030. Analysts expect that people will become even more dependent on networked artificial intelligence (AI) in complex digital systems. Some say we will continue on the historic arc of augmenting our lives with mostly positive results as we widely implement these networked tools. Some say our increasing dependence on these AI and related systems is likely to lead to widespread difficulties.<\/em><\/p>\n

\u00a0<\/em>Our question: By 2030, do you think it is most likely that advancing AI and related technology systems will enhance human capacities and empower them? That is, most of the time, will most people be better off than they are today? Or is it most likely that advancing AI and related technology systems will lessen human autonomy and agency to such an extent that most people will not be better off than the way things are today?\u201d<\/em><\/p>\n

Most of the experts, regardless of whether they are optimistic or not, expressed concerns about the long-term impact of these new tools on the essential elements of being human.<\/p>\n

AI and the future of humans: Experts express concerns and suggest solutions<\/strong><\/h3>\n

Human agency:<\/strong><\/p>\n

Individuals are experiencing a loss of control over their lives<\/p>\n

Decision-making on key aspects of digital life is automatically ceded to code-driven, \u201cblack box\u201d tools. People lack input and do not learn the context about how the tools work. They sacrifice independence, privacy and power over choice; they have no control over these processes. This effect will deepen as automated systems become more prevalent and complex.<\/p>\n

\n<\/td>\n<\/tr>\n

\n

Data abuse:<\/strong><\/p>\n

Data use and surveillance in complex systems is designed for profit or for exercising power<\/p>\n

 <\/td>\n

\n

Most AI tools are and will be in the hands of companies striving for profits or governments striving for power. Values and ethics are often not baked into the digital systems making people\u2019s decisions for them. These systems are globally networked and not easy to regulate or rein in.<\/p>\n

 <\/td>\n<\/tr>\n

\n

Job loss:<\/strong><\/p>\n

The AI takeover of jobs will widen economic divides, leading to social upheaval<\/p>\n

 <\/td>\n

\n

The efficiencies and other economic advantages of code-based machine intelligence will continue to disrupt all aspects of human work. While some expect new jobs will emerge, others worry about massive job losses, widening economic divides and social upheavals, including populist uprisings.<\/p>\n

\n<\/td>\n<\/tr>\n

\n

Dependence lock-in:<\/strong><\/p>\n

Reduction of individuals\u2019 cognitive, social and survival skills<\/p>\n

 <\/td>\n

Many see AI as augmenting<\/em> human capacities, but some predict the opposite \u2013 that people\u2019s deepening dependence on machine-driven networks will erode their abilities to think for themselves, take action independent of automated systems and interact effectively with others.<\/td>\n<\/tr>\n

Mayhem<\/strong>:<\/p>\n

Autonomous weapons, cybercrime and weaponized information<\/p>\n

 <\/td>\n

Some predict further erosion of traditional sociopolitical structures and the possibility of great loss of lives due to accelerated growth of autonomous military applications and the use of weaponized information, lies and propaganda to dangerously destabilize human groups. Some also fear cybercriminals\u2019 reach into economic systems.<\/td>\n<\/tr>\n
Suggested Solutions<\/strong><\/td>\n<\/tr>\n
\n

Global good is No. 1<\/strong>:<\/p>\n

Improve human collaboration across borders and stakeholder groups<\/p>\n<\/td>\n

Digital cooperation to serve humanity\u2019s best interests is the top priority. Ways must be found for people around the world to come to common understandings and agreements \u2013 to join forces to facilitate the innovation of widely accepted approaches aimed at tackling wicked problems and maintaining control over complex human-digital networks.<\/td>\n<\/tr>\n
\n

Values-based system:<\/strong><\/p>\n

Develop policies to assure AI will be directed at \u2018humanness\u2019 and common good<\/p>\n<\/td>\n

Adopt a \u2018moonshot mentality\u2019 to build inclusive, decentralized intelligent digital networks \u2018imbued with empathy\u2019 that help humans aggressively ensure that technology meets social and ethical responsibilities. Some new level of regulatory and certification process will be necessary.<\/td>\n<\/tr>\n
\n

Prioritize people:<\/strong><\/p>\n

Alter economic and political systems to better help humans \u2018race with the robots\u2019<\/p>\n<\/td>\n

Reorganize economic and political systems toward the goal of expanding humans\u2019 capacities and capabilities to heighten human\/AI collaboration and staunch trends that would compromise human relevance in the face of programmed intelligence.<\/td>\n<\/tr>\n

Keep in mind that these answers and solutions are 6 \u00bd years old now. How well are we doing now that we are halfway to the 2030 mark that they were looking toward.
